Togusa wird undercover in eine Einrichtung zur Resozialisierung von Personen mit Cyberbrain-Blockade-Syndrom geschickt, nachdem von dort geheime Daten aus der Datenbank des Sozialministeriums gestohlen wurden. Er lernt einen scheinbar autistischen Jungen namens Aoi und dessen Freunde kennen und erfährt von ihnen, dass der sogenannte „Führer“ die Einrichtung zu der Zeit besucht hat, als der Einbruch in das System des Ministeriums stattfand. Bevor Togusa Näheres herausfinden kann, wird er enttarnt und bewusstlos geschlagen. Aoi, der sich als der „Führer“ entpuppt, löscht die Erinnerungen an seine Person aus dem Gedächtnis der anderen Bewohner und verschwindet spurlos aus der Einrichtung. Bei der Nachbesprechung des Einsatzes stellt sich heraus, dass auch Togusas Erinnerungen an das Gesicht des Jungen falsch sind.
The Ministry of Health, Labour and Welfare's database has been hacked into, and classified material has been stolen. Section 9 traces the hack and determines that the hack job originated from a facility that helps people with Cyberbrain Closed Shell Syndrome. Togusa goes undercover to investigate the social welfare facility, and immediately encounters suspicious behaviour from the facility's supervisors. Togusa manages to learn that a person called "the Chief" visited the center during the week that the MHLW was hacked, but before he can determine the significance of this information Togusa is discovered; simultaneously, the facility's security system unexpectedly goes online, and Section 9’s databases are subsequently hacked, leading Kusanagi and Batou to make an emergency insertion to evacuate Togusa.

厚生省的数据库遭到黑客入侵，其中甚至被窃取了 A 级机密以上的资料，但厚生省却反常的对此事件冷处理，当做没发生过，而入侵的来源为隔离重度电子脑自闭症患者的职业训练机构，但此机构内的线路是对外隔离的，种种不寻常的迹象，使九课决定派德古沙扮成研究生潜入机构内调查，进入机构内后，德古沙被所长玛尔达指派照顾一位坐轮椅的少年葵，在潜入期间听闻关于团长的事情，但却得不到任何情报。在德古沙使用地下缆线对外联络时，发现有人曾经使用过相同的线路，在配线箱的盖子上还留有一段文字“I thought what I'd do was. I'd pretend I was one of those deaf-mutes or should I?”。其后潜入所长室，但却被所长发现，并遭到攻击，而被打昏在地，素子及巴特立即赶往救援，但当素子赶到德古沙遭受攻击的现场，却没有发现攻击的痕迹。事后调查关于葵的情报，却一无所获，德古沙想用素描的方式画出葵的脸，却因被更改过记忆，而画出笑面男的图样。
