Die beiden Nachbarländer, das Königreich Karak und die Republik Agir, planen eine gemeinsame, friedliche Zukunft. Doch leider ist das nicht im Sinne aller Beteiligten: General Zek aus Karak und Najiid, ein skrupelloser Waffenhändler, sind dagegen. Sie haben einen teuflischen Plan ausgeheckt – während der Friedensvertrag unterschrieben wird, soll der Regierungspalast in die Luft fliegen! Da kann nur das Team von Jim Phelps helfen, die beiden Bösewichte unschädlich zu machen...

General Zek of Karak is opposed to a peace treaty between his country and Agir, and is working with a munitions maker named Ismir Najiid to start a war by destroying King Said during his announcement of the treaty. The IMF must stop Zek and Najiid for good. The two conspirators hire Aristo Skora, a terrorist, to plant the explosives and incriminate Agir. Barney as a systems analyst sets up Najiid's factory's alarm system so Rollin can sneak in and steal the nitro from Najiid with Willy's help while letting himself be seen. Meanwhile, Jim has identified Cinnamon to Zek as an ally of "Hakim", the Agirian terrorist Rollin is pretending to be. Rollin and Willy grab the real Skora and then Rollin-as-Skora tells Zek their plan won't work. The IMF let Zek follow Cinnamon to an unconscious "Hakim" (actually a drugged and masked Skora) who has the nitro and a radio-controlled truck so Zek takes over his plan which he believes is the Agirians. Depuis quelques années, Karak est sous la coupe impitoyable du général Zek. Celui-ci tente par tous les moyens d'interrompre le traité de paix qui doit être signé entre son pays et Agir, dirigé par le roi Said. Afin de mettre son plan à exécution, Zek s'associe à un marchand d'armes qui doit lui fournir les moyens d'éliminer Said au moment du traité de paix. Les deux conspirateurs engagent Aristo Skora, un terroriste internationalement connu, pour assassiner le roi. L'équipe de Jim Phelps a rapidement vent de ce complot meurtrier. Les membres de l'IMF se rendent immédiatement à Karak pour tenter de mettre fin à la tentative d'assassinat...
