Togusa folgt einer Spur, die darauf hindeutet, dass das Sozialministerium in den Fall des Lachenden Mannes verwickelt sein könnte. In einem Archiv des Ministeriums stellt er fest, dass eine Liste mit Patienten des Murai-Impfstoffes, der gegen Cyberbrain-Sklerose eingesetzt wird, verschwunden ist. Togusa verfolgt eine Kopie der Liste zu einer Non-Profit-Organisation namens „Sonnenblumen-Club“, wo er erfährt, dass die Mikromaschinen-Therapie gegen Cyberbrain-Sklerose unwirksam ist und dass zahlreiche Persönlichkeiten aus Gesellschaft und Politik, darunter auch Hisashi Imakurusu, der ehemalige Leiter der Zulassungsstelle für neue Medikamente, der der Organisation die Liste zugespielt zu haben scheint, heimlich mit dem offiziell nicht zugelassenen Murai-Impfstoff behandelt werden. Unvermittelt dringt das Überfallkommando der Drogenkontrolle in das Gebäude ein, tötet die Mitarbeiter und nimmt die Liste an sich. Togusa kann mit lebensgefährlichen Verletzungen entkommen.
After the events of "Portraitz", Togusa uses J. D. Salinger's The Catcher in the Rye as a starting point and develops a theory that the Laughing Man is after something published on paper. Togusa receives permission to check out a Ministry of Health, Labour, and Welfare (MHLW) records building and stumbles upon a key piece of evidence: a list of Cyberbrain Sclerosis patients treated with a secret medication, known as the Murai Vaccine, has disappeared from the MHLW. Togusa traces the missing list to a group called the Sunflower Society, where he learns that several prominent Japanese citizens have been secretly treated with the experimental medication. Elsewhere, the head of the Japanese DEA unit dispatches the Narcotics Suppression Squad to eliminate the members of the Sunflower Society and recover the missing list.
Togusa, toujours profondément marqué par l'incident du centre social, fait le rapprochement entre ce qui lui est arrivé là-bas et l'affaire du Rieur qui, il en est certain, est loin d'être terminée. Après une sérieuse documentation sur la littérature qui aurait influencé le rieur et de consciencieuses recherches dans la paperasse administrative, il trouve enfin une piste sérieuse dans le domaine pharmaceutique. C'est là que les ennuis commencent.

La citazione di Catcher in the Rye ("Il giovane Holden", di Salinger) è in fin dei conti solo un pretesto per estrapolare da un romanzo tanto fastidioso e brutto quanto famoso, una frase interessante e abbastanza ardua da tradurre in italiano (vedi qui per il resto dei commenti).
