Gegen Staatssekretär Kim, den ersten chinesischen Politiker, dem der Zutritt zu einem Grabmal für Kriegsopfer in Kagoshima gestattet wird, wird eine Morddrohung ausgesprochen. Am Grab eines ehemaligen Kameraden wird Aramaki von dessen Tochter angesprochen, die wegen der Verhaltensveränderungen ihres Bruders Yuu besorgt ist. Als Sektion 9 Yuu als Hauptverdächtigen für die Morddrohung identifiziert, sollen Kusanagi und Togusa den jungen Mann in Gewahrsam nehmen, kommen jedoch zu spät. Gleichzeitig erhält Aramaki einen Anruf seines verstorbenen Freundes, dessen Erinnerungen mit dem Cyberbrain seines Sohnes verschmolzen sind und diesen zum Attentäter machen. Sektion 9 gelingt es Yuu zu stoppen, indem sie sich in sein Cyberbrain hacken und dort die falsche Erinnerung an einen Erfolg des Attentats platzieren; dabei wird jedoch die Persönlichkeit des Jungen möglicherweise unwiederbringlich zerstört.
After a five-year wait, Chinese vice foreign minister Jin has been allowed access to the Kagoshima War Memorial in Japan. Jin is the first Chinese dignitary to be granted access to the site, but not everyone is happy with the decision, and before long a death threat is made against Jin. Elsewhere, Aramaki visits the grave of one of his deceased comrades, a Colonel in the GSDF. While at the cemetery, Aramaki encounters the Colonel’s daughter, who voices her concern over her brother Yu’s sudden behavioural changes. When Section 9 determines Yu to be the prime suspect in the assassination attempt, Kusanagi and Togusa are sent to apprehend him, but arrive too late to arrest Yu. Soon after, Aramaki receives a disturbing phone call from his dead friend, who has cheated death by merging his own ghost with his son's, and intends to avenge his wife's death during the war by assassinating Jin.
Le Japon et la Chine entretiennent des relations difficiles depuis la guerre. Lorsque le vice-ministre des affaires étrangères chinois obtient l’autorisation de venir en visite officielle sur l’archipel nippon, l’événement fait la une des médias. Cependant, les cicatrices de la guerre sont encore douloureuses et le vice-ministre est menacé par un mystérieux assassin. La Section 9 doit le démasquer.
Questa puntata ha un sapore un po' politico, che probabilmente possono capire solo i giapponesi. Un sottosegretario cinese viene in visita in Giappone per porgere scuse ufficiali da parte del suo paese (il che fa supporre che nella nostra realtà i giapponesi si siano stancati di scusarsi a ogni pié sospinto con gli USA, la Cina, etc). Ovviamente, nel plot dell'episodio c'è anche l'indagine per evitare un attentato al sottosegretario (a conferma dell'ipotesi che ho fatto un attimo fa).

中国外交次长金到日本鹿儿岛祭拜战亡的英灵，有人放话将暗杀金，九课因而进入警戒状态。荒卷要去老朋友过崎的七周年冥祭，暂且将指挥权交给巴特。过崎是个因电脑硬化症而死去的人之一，在冥祭上，荒卷遇见了他的女儿沙织。沙织对荒卷说最近她弟弟优很反常，越来越像她父亲。优是过崎的儿子，可是优不仅只是样貌像过崎，最近就连说话的口气和种种行为也一模一样。荒卷对沙织表示他不能因为个人的因素而滥用职权后，回到了九课。此时九课已掌握嫌疑最重的杀手资料，荒卷到达后少佐将嫌疑犯的相片交给他，荒卷看到相片上的人顿了一下，居然是过崎的儿子－优……
