Eine bestimmter Andruiden-Typ, von seinen Benutzern „Jeri“ getauft, wurde mit einem Virus infiziert. Aus diesem Grund begehen immer mehr „Jeris“ plötzlich Selbstmord. Die Sektion 9 wird gerufen, um heraus zufinden, was mit den Andruiden nicht stimmt und wer hinter dem Virus steckt.
Yamaguchi, an old friend of Togusa's and a police detective working in the Laughing Man task force, is murdered after he calls Togusa, requesting to see him concerning what Yamaguchi terms "suspicious internal activity" by superiors in the police department. At Yamaguchi's wake, Togusa is approached by Yamaguchi's wife, who delivers an envelope from him to Togusa that contain a series of strange photographs. Upon scrutinizing the photographs, Togusa realizes that none of them are taken using a camera. Continuing his investigation, Togusa interviews another detective in the Laughing Man task force, who coincidentally mentions that the task force is waiting to bug a primary suspect in the case with cybernetic surveillance devices called "interceptors". The interceptors allow constant audio and visual monitoring of the subject via their own senses. Togusa concludes that the Laughing Man task force members were bugged with these devices illegally for monitoring.
Togusa est contacté par un ancien collègue qui a découvert des activités suspectes au sein de la police, mais ce dernier meurt sans avoir pu en dire plus. Malgré tout, Togusa met à jour les écoutes illicites pratiquées par la brigade d’enquête spéciale. Contre toute attente, la médiatisation de l’affaire provoque la réapparition du cyber-terroriste appelé « le rieur » après 6 ans de silence.
Un dipendente della polizia scopre che nei suoi occhi sono stati installati a sua insaputa degli "intercettori" (ciò che lui vede, viene trasmesso altrove). Anche in questo caso l'autore della serie, se da un lato sembra affascinato da ciò che potrà (potrebbe) la tecnologia nei prossimi decenni, da un altro lato ama mostrarne i possibili limiti ed abusi.

Togusa, membro da Secção 9, recebe uma chamada de um velho amigo da polícia a trabalhar no caso d' "O Homem que ri". Foi morto na estrada pouco depois do telefonema. Obtendo fotos da viúva no funeral, Togusa continua a sua investigação. Diz-lhe que as fotografias foram tiradas por um programa de interceção, que não requer câmara e permite ver o que a pessoa-alvo vê. A equipa que trabalha no caso planeou usar o intercetor no principal suspeito.

某个下雨的夜晚，德古沙任职于总厅时的旧友山口，为“笑面男事件特别搜查本部”的成员，发觉警察内部有不寻常的举动，便与德古沙联络，希望找他商量这件事，但山口却在开车前往德古沙所在的途中，死于离奇车祸，德古沙于报纸上得知消息，感到此事可能不寻常，便前往参加山口的悼祭，希望能得到点蛛丝马迹，后来从山口的妻子手中拿到一份山口死前寄回家的包裹，里面只有一叠看似无关的照片，德古沙调查后发现这些照片的古怪之处，原来这些照片都是由一种称为“拦截者”的装置所拍摄，为一种设置于眼球内的隐密型摄影机，这种装置的植入需被植入者的同意，但警察内部却不当使用，未经当事人同意，便擅自将特别搜查部的相关职员在进行身体检查时，偷偷植入拦截者，为了不让事情被秘密掩盖掉，素子故意将情报泄漏给媒体，后来因为媒体的批露，引起社会极大的震憾，警视总监为此举行了说明记者会，但为了掩盖这件事背后更大的阴谋，总监在私底下又做了其它的安排，在记者会途中，消失六年的“笑面男”再次以惊人的手法出现，并宣告了警视总监的暗杀预告，为此，沉寂六年的“笑面男事件”再度浮上台面。
