Don Alejandro tells Diego he's received a letter from a friend in the capital telling him that the new commandante, Capitan Juan Ortega, has the reputation of being an honest and fair man. When Ortega arrives, he doesn't act that way. He treats Sergeant Garcia with contempt and is openly arrogant toward the civilians. The reason for this is revealed when Ortega meets the magistrado and informs him that the real commandante has been ambushed and murdered, on orders of the Eagle.
Don Alejandro raconte à Diego qu'il a reçu une lettre en provenance de la capitale, lui annonçant que le nouveau commandant est un homme franc et honnête. Les deux hommes sont soulagés par cette bonne nouvelle. Malheureusement, l'homme providentiel annoncé ne se montre pas à la hauteur de sa réputation...
Don Alejandro és Diego úgy értesül, hogy az új parancsnok, Juan Ortega jó ember. Meglepődnek, amikor mindjárt az első pillanatban durván és kegyetlenül bánik egy emberrel. Ortega és Galindo rendőrbíró találkozásakor kiderül, hogy Ortega megölte az igazi parancsnokot, és az is, hogy a Sas elégedetlen a Los Angelesben elért eredményekkel. Galindo letartóztattatja a kemény munkával jómódúvá lett Barbarozát, és 5000 pesót akar kicsikarni tőle. Barbaroza azonban nem fizet, így 6 hónap kényszermunkára ítéli a bíró. Zorro kiszabadítja Barbarozát.
Don Alejandro dice a Diego di aver ricevuto una lettera da un amico della capitale che gli annunciava l’arrivo del nuovo comandante, Capitan Ortega, dalla reputazione di uomo onesto e gentile. Quando Ortega arriva non sembra proprio agire come descritto nella lettera, infatti tratta con cattive maniere il Sgt.Garcia ed è apertamente arrogante con il popolo. La ragione di questo cambiamento è spiegata quando Ortega incontra il magistrato e lo informa che il vero comandante è stato ucciso, come ordinato dall’Aquila.
Il magistrato e il falso Ortega arrestano Franco Barbaroza, un povero proprietario terriero, condannandolo ai lavori forzati perché incapace di pagare le tasse. Diego cerca di ottenere spiegazioni dal magistrato, ma capisce che solo Zorro è in grado di salvare Barbaroza. L’uomo mascherato aiuta il prigioniero a scappare e duella con Ortega lasciando all’impostore una larga “Z” sull’uniforme ed intimandolo a non ripetere più un simile gesto.
El comandante Juan Ortega llega a Los Ángeles, pero en realidad es un impostor. También don Diego recibe la visita de su novia de la infancia, Rosarito Cortez.
