Na Cowleyho se obrátí Thomas Pellin, jednatel Organizace mladých gayů. Když se pokusil o založení pobočky v jednom nejmenovaném městě, v noci kancelář přepadli maskovaní muži a násilím jej vyhnali z města. Takové věci se stávají, Pellin má ovšem podezření, že za incidentem stála místní policie. A něco takového už stojí za to prověřit. Zvláště, když se Cowley dozví, že v tomto městě policie pod vedením ctižádostivého vrchního inspektora Chivese dokázala o pětinu snížit kriminalitu, zatímco jinde čísla rostou. Zavádění policejního státu by totiž rozhodně nebylo ve veřejném zájmu.

In einer Kleinstadt im Norden Londons ist die Verbrechensrate um 22 Prozent gesunken. Cowley ist sehr erstaunt darüber, denn überall sonst nehmen die kriminellen Delikte zu. Bodie und Doyle erhalten deshalb den Auftrag, sich diese saubere kleine Stadt einmal aus der Nähe zu betrachten.

A virtual police state has been imposed by a local Chief Constable, resulting in a supposedly almost crime-free city. But that is because all the crime is taking place behind the scenes by the police officers themselves - who will think of nothing of imposing on suspects' rights in their pursuit of 'zero tolerance'. Bodie and Doyle become hunted men when they visit the city and begin to question the rather unorthodox methods of action taken by the local constabulary.
