讲述冰雕艺术家颜冬在参加冰雕艺术节时，吸引了一位来自宇宙的高维外星文明——“低温艺术家”的兴趣。他受颜冬冰雕作品的灵感与启发，把地球上的海洋全部抽干，在环地轨道上形成了一个围绕地球一圈的巨大冰环，以此打造出了一个宇宙规模的冰雕作品，颜冬将冰环取名为"梦之海"。海洋自此离开地表，悬挂在了天空之上，人类失去了赖以生存的海洋，造成了史无前例的生存危机。颜冬决定与其他科学家共同合作克服技术上的重重困难，把海洋重新带回地球。
