The Harbour Hopper, an amphibious sightseeing tour bus is having a rocky transition from road to water. The divers are using an on-board crane to lift heavy concrete slabs into the shore to extend the ramp. Diving in shallow water is dangerous and hard on the divers, not to mention the tide is on its way out, and the Harbour Hopper is on its way back. They need to finish the job before both those things happen.
