Die Rookie-Polizistin Shawn wird mit einem Schuß in den Kopf lebensgefährlich verletzt, als sie entdeckt, daß ihre eigenen Kollegen am Schmuggel mit echten Waffen beteiligt sind. Sie überlebt, verliert aber ihr Gedächtnis. Shawn schließt sich Devon und Michael Knight an, der nach zehn Jahren vorzeitigem Ruhestand sein Superauto KITT wiederbelebt. Nach anfänglichen Animositäten raufen sich Knight und Shawn zusammen, als Devon von den Killern getötet wird. In the year 2000, criminals are frozen, handguns are banned from everyone--including the police, and crime is at an all time low... So why has the mayor been murdered with an illegal handgun? Rookie cop Shawn McCormick is asking these questions while still trying to learn the ropes of the police department. Letting her curiousity get the better of her, Shawn recovers the murder weapon and begins asking too many questions resulting in the killer, an ex-cop and unfrozen convicted murderer, Thomas J. Watts, shooting her in the head and leave her for dead. She is saved, however, by a computer chip transplant to her brain, but the resulting damage has caused her to lose her most recent memory. Meanwhile, the Knight Foundation is trying to stay alive in the city by trying to win a contract for their new project, the Knight 4000. The police department wants them out--why should they have to stumble over a freelance organization? The Deputy Mayor Harold Abbey, newly promoted to succeed the late mayor, gives them 30 days to complete the 4000. Russell Maddock, the new Foundation CEO is too proud to ask for help, leaving Devon Miles, still the controlling entity of the Foundation, to look himself. Michael Knight has moved on to a simpler life. Fishing, relaxing, waxing his classic 1957 Chevy every other day, and trying hard to leave his life in the Foundation behind. When Devon shows up to ask for help, he has a hard time being convinced that it is worth it to return, but he finally decides to do so... "only under one condition." Only there is no condition... not anymore. The Knight Industries Two Thousand- or KITT for short, once the cornerstone of AI Technology, has been deactivated and dismantled. Devon and Michael are outraged, Maddock is uncaring, indicating that the Knight 4000 is on it's way, so the old must go. La Fondation pour la loi et le gouvernement (FLAG) dévoile la solution pour aider la police : la Knight 4000, voiture aux fonctions avancées dont un ordinateur doté d'une intelligence artificielle. Modèle nouvelle génération de la Knight Industries, elle prend le relais de la Knight 2000 . Avec ce véhicule, la police aura une longueur d'avance sur les criminels lourdement armés et seront mieux à même de les appréhender.
Le commissaire de police Ruth Daniels soutient fermement la nécessité d'une application de la loi. Devon Miles et son partenaire, Russel Maddock, sont pour cette idée mais la ville veut voir un prototype de la 4000 sous 30 jours. Ils informent le bureau du maire que la Knight 4000 est encore un prototype et que l'achèvement peut prendre au moins trois mois. Devon Miles décide alors d'aller chercher de l'aide auprès de Michael Knight, celui-ci passant son temps à pêcher et à réparer une vieille Chevrolet.

19 februari 2000. Wapendracht is volledig verboden voor politiemannen in de Verenigde Staten. Ze zijn uitgerust met ultrasone toestellen die de misdadigers voor enkele ogenblikken verstijven. Ondertussen wordt de politie zelf wél nog bedreigd met geweren en pistolen. De Knight Foundation werkt aan superintelligente wagens die kunnen denken en praten, als hulpmiddel in de strijd tegen het kwaad. Maar de productie loopt achter op het schema. Devon, de baas van deze organisatie, doet een beroep op Michael Knight. Hij moet de wagens testen en helpen bij de strijd tegen de misdaad. Het is nu tien jaar geleden dat Michael nog actief was bij de organisatie, maar hij neemt Devons voorstel aan op één voorwaarde: hij wil zij 'oude' wagen terug: K.I.T.T. Devon zit aardig in de problemen want de wagen werd gedemonteerd en alle onderdelen werden op de markt aangeboden en verkocht.
