On the planet Pictor, Dr. Grux creates a cloud seeding chemical that he calls the Paper Perisher. When the chemical is used to seed clouds, any rain that falls from those clouds turns paper to ash. He plans to use it on the clouds of Earth so the rain destroys all of the world's paper.
