In a Middle East convulsed with violence, sectarianism and extremism, the slow-motion collapse of Libya as a functioning state has received relatively little attention. That must surely change. Libya is a major oil producer and its internal divisions are currently being deepened by the meddling of regional powers intent on expanding their influence.
