Ziemlich durchgeknallte Serie in der es um Excel, einem Energiequirl ganz besonderer Art, geht. Sie ist Mitglied der supergeheimen Organisation „Across“, die die Weltherrschaft anstrebt. Geleitet wird diese von Ilpalazzo, Excel Boss, für den sie ihr Leben geben würde.
Believing the World to be corrupt, the secret organization Across plans to conquer the world. The first step in the plan for world domination is to begin by focusing on one city in order to minimize setbacks. Across consists of the leader of the organization, Il Palazzo, and officers Excel and Hyatt. Excel and Hyatt live in an apartment building in the city, along with their pet dog Menchi, who is also their emergency food supply, and are later joined by Elgala, another Across officer. Living in the neighboring apartment are three guys: Iwata, Sumiyoshi and Watanabe, and other building dwellers such as co-worker Matsuya, and later Ropponmatsu, who all work for the Department of City Security under Dr Kabapu, who intends to stop Across. Eventually the members of Across begin making appeals directly to the City's citizens before Il Palazzo publicly declares the existence of Across and its intentions to the public. Hyatt is captured and Excel and Elgala are later held in an immigrant detention center before being rescued by Il Palazzo, who begins the new phase of his plans.
Excel est une jeune fille hyper active, insouciante, moqueuse et surtout très dévouée à son patron, Ilpalazzo, seul dirigeant de l'organisation ACROSS ayant pour but de dominer le monde, rien que ça... Excel a une collègue diamétralement opposée : Hyatt, un fille douce, réfléchie, discrète et surtout en très mauvaise santé (tuberculose, anémie... La totale). Chaque épisode constitue une mission différente pour ce duo mais néanmoins avec un but fixe : conquérir le monde !
L'iperattiva Excel farebbe di tutto pur di compiacere il suo lord, Il Palazzo. L'attraente e algido “Sua Eccellenza Il Palazzo” ha infatti un chiodo fisso: conquistare il mondo! Le (dis)avventure della protagonista la vedranno al fianco della pallida e malaticcia Hyatt. Più lucida della dinamica Excel, Hyatt è altrettanto inutile al successo delle missioni in quanto tende a morire e tornare in vita nei momenti peggiori. In ogni episodio a Excel e Hyatt viene assegnata una particolare missione per mettere in ginocchio la città di Fukuoka. Peccato che alla fine si ritrovino sempre nei guai.
腐った世界を是正すべく世界征服を目論む理想推進機関「アクロス」に所属するズッコケ少女エクセルを主人公として、愚民と地球に配慮した無理なき征服の第一歩「市街征服」を目指してF県F市で任務に勤しむ彼女の日々を軸に、アクロスの対抗勢力である市街安全保障局との微妙に激闘にならない対決の模様を描く、楽屋オチなど何でも有りのパロディーがちりばめられたギャグ漫画である。

La protagonista del anime es una chica llamada Excel (el anime lleva su nombre) que es una joven hiperactiva que trabaja para una organización secreta que quiere dominar el mundo. El jefe de esa organización secreta es Il Palazzo y Excel le tiene tanta admiración a el que haría cualquier cosa por el. Il Palazzo esta convencido que el mundo va de mal en peor… lleno de odio, violencia, muertes, etc. Por lo tanto el considera que debe empezar por matar el creador del manga de Excel Saga (Koshi Rikudo). Durante el transcurso de este anime es bien probable que se rían mucho por las extrañas parodias que hacen y verán como en cada capitulo los intentos de Excel a completar las misiones fallan siempre.
