In the first episode, sergeant Terry takes on a new role to target offenders in the remote village of Horden. Top of his list is 26 year-old Shauna, whose house in the numbered streets is regularly frequented by some of the areas well-known criminals. Terry likes Shauna but the feeling isn’t always mutual. As Shauna says, “the police have a vendetta against people in Horden, I think - especially me”. Soon after Terry meets Shauna for the first time, two lads are locked up for a spate of early morning burglaries. One of them is 18 year-old Jacob, who is currently living at Shauna’s. He goes to prison for the first time for the burglaries and when he’s released he faces a decision: go and live in Shauna’s notorious party house or move back in with his mum away from Horden. Meanwhile, a masked man steals over three thousand pounds in an armed robbery at a bookies on the numbered streets. As the police piece together the evidence it becomes clear that their prime suspect is a local lad who has spent most of his adult life behind bars for violent offences.

Elsewhere on the coast, a pub in the harbour town of Seaham is shut down after a brutal bar brawl leaves a man seriously injured. Three suspects are caught in the act on CCTV and one turns out to be a surprisingly familiar face. In neighbouring Dawdon, a man is suspected of stabbing a local resident. But with historic issues of a lack of trust between the community and the police, finding out where he’s hiding is no easy task when nobody will talk...
In the final episode of the series the police are trying to put a stop to the huge numbers of crimes committed by local heroin addicts. At 27 years old, Ashlea has been arrested 69 times and is a one-woman crime-wave who keeps offending to feed her habit. But when an emergency at the house next door to Ashlea’s has fatal consequences the police choose to take a different approach to try and stop her breaking the law. Meanwhile, Detective “Hoggy” is on the hunt for another heroin addict and prolific thief who’s on the run for multiple offences. When they finally catch 32-year-old Reece it’s clear he has nothing left to lose and is ready to give Hoggy and his team a tough time when they take him in for questioning.
