Scarecrow hat eine Idee für eine Angst-Droge, die erst bei der Freisetzung von Adranalin wirksam wird. Er wendet die Droge bei Gothams besten Athleten an, um dann gegen sie zu wetten. Dick Grayson, auch bekannt als Robin, erfährt von dieser Arglist, nachdem sein Zimmergenosse im College, ein sehr guter Football-Spieler, unerklärlicherweise Angstzustände während eines Spiels bekommt. Während er Batman hilft, den Gangster zur Strecke zu bringen, kommt Robin mit der Droge in Berührung und wird von Panikattacken heimgesucht, wann immer sein Adrenalinspiegel steigt. Am Ende muß Robin diese überwältigende Angst überwinden, um Scarecrow davon abzuhalten, seine Substanz über einem mit Zuschauern gefüllten Stadium zu verschütten.
Several sportsmen start receiving strange letters in the mail, and having frightening hallucinations at their next game. At the same time, one man is making thousands of dollars betting on the events. Batman and Robin (the latter of whom becomes infected), start their own investigation, and come to the conclusion that someone else is continuing the Scarecrow's crimes, since the Scarecrow is currently locked up in Arkham Asylum. Or is he?

Alcuni atleti di Gotham offrono pessime prestazioni, compreso il compagno di stanza di Robin, astro nascente del football. Quando lo stesso Robin resta vittima di fobie, Batman rintraccia un telegramma che accomuna i due giovani: entrambi lo hanno toccato con le mani, ed entrambi hanno subito gli effetti di una polvere che induce paura: Batman si mette così sulle tracce dello Spauracchio.
O Espantalho injeta um poderoso pó químico do medo nos principais atletas de Gotham City através de telegramas. Com isso, vários atletas são infectados e o pó químico age no corpo quando a adrenalina está alta fazendo com que eles se abalem e não consigam vencer nos seus esportes devido ao medo. O Espantalho aproveita e aposta contra os atletas em apostas ilegais faturando assim muito dinheiro para financiar suas novas experiências doentias. Batman tenta solucionar o caso e junto de Robin, (que também foi afetado pelo pó químico) vai atrás do Espantalho para prender o vilão e fazer com que todos os atletas e o próprio Robin voltem ao normal.
Varias estrellas deportivas reciben unos extraños telegramas y tienen alucinaciones en su siguiente partido. Al mismo tiempo, un hombre está ganando mucho dinero con las situaciones acaecidas. Batman y Robin (quien más tarde será infectado) comienzan su propia investigación y llegan a la conclusión de que alguien está imitando los crímenes del Espantapájaros ya que este está recluido en Arkham Asylum.
