传媒公司海报本剧以清代章回小说「七侠五义」为蓝本，传统戏曲与民间传说为参考，叙述北宋清官包拯脍炙人口流传千古的传奇故事。 仁宗皇帝在位期间包拯升任开封府府尹执掌京畿，包拯刚直耿介铁面无私明察秋毫断案如神，百姓爱戴敬仰之余尊称为“包青天”。 落第秀才公孙策才高八斗学富五车，为报包拯知遇之恩追随在侧为之出谋划策。江湖义士南侠展昭有感于包拯为官清正爱民如子，舍却江湖生涯投效朝廷志在襄助包拯。得此一文一武两员大将包拯屡破奇案屡建奇功。 北侠欧阳春、小侠艾虎、丁氏三侠、黑妖狐智化与陷空岛五鼠本皆是令江湖宵小闻名丧胆的英雄豪杰，在展昭号召之下纷纷前来各效其力，当包拯揭贪去弊惩奸除恶之时，七侠五义的侠风义行也随之传颂于民间。
