生於北宋仁宗年間，擔任開封府丞的包青天，他那一臉的威嚴中 ，隱約顯露著滿懷對國家、對百姓的愛，無一不表現在那剛毅、果 敢的決定和行為之中。他，面對當朝的太師，大義凜然！雖然龐昱是龐太師唯一的獨子 ，他深了解父母喪子之痛及其名譽上的損失，當情感與理智發生衝 突時，他仍表現了大公無私的立場，而鍘了龐昱。公案中又觸及當朝駙馬陳世美，但在包公自定的原則中，則堅持 「王子犯法與庶民同罪」，在他考慮對皇室的傷害時，再三考慮的 結果，仍鍘了陳世美。在包公所承受的壓力下，無我的境界終使真理與正義彰顯。他的 人情味大清廉公正的風範，使辦案能情、怯合一，其目的仍為顯露 對國家、百姓的大愛，令人感動不已。此劇的主旨是在強調各級公務員的公僕觀念，表彰民主法治精神。
