警視庁捜査四課の刑事・黒岩（渡哲也）と、東洋新聞城西署記者クラブキャップ・滝川（石原裕次郎）を中心に、彼らの姿を通して暴力団犯罪の陰に潜む非業に満ちたドラマを描写する。 本庁から城西署捜査四課に派遣されてきた刑事・黒岩頼介。寡黙で照れ屋だが、犯罪を憎む心は人一倍強い。両親はすでになく、妹の恵子と二人暮しをしている。滝川と黒岩は高校の先輩後輩の間柄であり、新聞記者と刑事というお互いの立場を超えて、固い友情で結ばれている。
