In 1991, after taking down the Katana crime organization, Detective Joe Marshall plans to settle down with his wife Jennifer when she is suddenly murdered at a park. Twenty-five years later, Fuj Fujiyama has reorganized Katana Inc., but they are in the middle of a gang war with the Shinjuku and Ginza clans. He informs his Vice President Doggé Sakamoto and subordinates that the war has awakened Joe, and they must defeat him in order to secure the future of the clan.
They thought he was dead. He was just coolin' off.

When renegade Japanese gangs rise in Los Angeles, the LAPD transfer in a "samurai" policeman from the SDPD to help tackle the problem. Joe Marshall has been trained by the masters in Japan and speaks fluent Japanese, but dresses like a commoner.
