のどかな地方都市舞坂町で旅行会社に勤める北原（江口洋介）は、ある日、突然舞坂町ととなり町の森見町が戦争を始めたことを知る。だがその後も表立った変化は見られず、彼も相変わらずの日々を過ごしていた。そんなとき、舞坂町役場対森見町戦争推進室の香西（原田知世）という女性から辞令交付式の件で電話がかかってくる。
