Mr. Fumblebody er en klønete, men godhjertet arbeidsløs advokat som tar en kamp med den mektige og hensynsløse Rex Dobbermann. Mr. Dobbermann har bestemt seg for å eliminere alle kattene i den lille byen Kattesand. Mr. Dobbermans vakre datter Tess prøver derimot å redde sin egen kjære katt fra faren, og Mr. Fumblebody gjør alt han kan for å hjelpe henne.
