天才科学者の桐生(大沢たかお)が開発した医療AI「のぞみ」が、国民の膨大な個人データを基に、人間を選別し殺りくを始める。人々がパニックに陥る中、AIを暴走させたテロリストと断定された桐生は逃走を図るが、警察のAI監視システムによって徐々に追い詰められていく。一方、桐生の義弟で「のぞみ」を運営する企業の代表を務める西村(賀来賢人)は、事態の収束に動いていた。

2030年的日本，支撑人类生活的人工智能「希望」开发者桐生浩介（大泽隆夫 饰），由于成就获得肯定，让他带着女儿重返久违的日本。当桐生受到英雄般的盛大欢迎时，「希望」却突然全面失控，甚至开始以合理与否，来决定人类的生存价值，并对无生存价值的民众展开杀戮。警察厅天才搜查官樱庭（岩田刚典 饰），一口咬定桐生是让「希望」失控的恐怖份子，并透过密布在全日本的监视网，追捕展开逃亡的桐生。 另一方面，「希望」的管理负责人西村（贺来贤人 饰），也为了澄清桐生的清白而四处奔走；辖区资深刑警合田（三浦友和 饰）与搜查一课菜鸟刑警奥濑（广濑爱丽丝 饰）也积极调查。当日本陷入一片混乱之际，拼死逃亡的桐生，能否证明自己的清白？而又是什么原因，造成「希望」的全面失控呢？
