오혜성 은 경찰대학을 다니는 엘리트로써 사법고시에서도 차석을 하여 대통령상을 수상할 만큼 모든 기대를 한몸에 받는 유능한 인재이다. 하지만 우연히 기차를 타고 지방으로 내려가다가 한국과 일본에서 활동하는 조폭 조직의 중간보스 황대치 를 때려잡고, 뉴스에서도 자주 나오면서 유명인사가 되지만 오히려 이 조직에게 알려짐으로써 복수의 타겟이 된다.
