Kohei Kuryu is a former juvenile delinquent who drops out of junior high and goes on to earn a high school equivalency diploma. After passing the law board exams, Kuryu becomes a prosecutor. Not your typical prosecutor, which is quickly seen through the clothes that he wears, Kuryu possesses quick instincts and a kind of cleverness that only someone raised on the streets could have. Maiko Amamiya is a shrewd public prosecutor who has her eyes set on passing the exam to become a deputy prosecutor and tries her best to be noticed by her boss. Kuryu, on the other hand, after earning a reputation for doing top-notch work, is transferred to Amamiya's division, and finally opens his eyes to the possibility of promotion. Unfortunately, his unprecedented work behavior abruptly brings things to a halt. Although earning a reputation as a bad apple, the influence from Kuryu's strong pursuit of justice slowly begins to change things around him. This drama is filled with it all; love, laughs and lots of emotion.

Kohei Kuryu est procureur (ou plutôt une sorte d'enquêteur). Cependant, son look, son passé de délinquant, son intérêt prononcé pour les petites culottes et sa passion pour une émission de télé-achat, il n'a pas vraiment la tête de l'emploi. La sévère Maiko Amamiya (l'assistante) lorsqu'elle voit débarquer dans le bureau d'investigation pense également que cet homme n'a pas le profil requis pour cet emploi. Malgré tout, cette femme ambitieuse, qui vise le métier de procureur, apprendra à reconnaitre les talents d'analyse et de déduction de Kuryu.

型破りで正義感の強い検事（演：木村拓哉）と、一見生真面目だがどこかとぼけたところのある検察事務官（演：松たか子）のコンビの捜査活動を、同僚検事たちの巻き起こすコメディを交えて描く。

전직 불량아에 중졸로 사법고시에 합격하여 검사가 된 구리우 코헤이. 그가 아오모리에서 도쿄지검으로 부임하게 되면서 이야기는 시작한다. 겉으로는 드러내지 않지만 남들보다 강한 정의감으로 사건을 해결하는 그의 모습에 처음에는 이해하지 못했던 조사이지부 사람들도 서서히 변한다. 이 드라마는 개성이 강한 사람들이 만들어 내는 군상극이다. 그리고 가장 개성이 강하고 독특한 구리우가 어떤 활약을 보여줄 것인가?

　　久利生公平（木村拓哉飾）原本是個中三程度的不良少年，陰差陽錯竟讓他通過了司法部的考試，成為合格的檢察官。雖然身居要職，但他仍然改不了以往的壞習慣，經常穿著牛仔褲和皮褸，不按規章制度獨自一人辦事，因此常跟身旁那些重視升職機會的同事們發生摩擦。而故事就從他被調往東京地檢城西支部的刑事部工作開始。 　　新部門中有一位叫雨宮舞子（松隆子飾）的女事務官，她一直希望自己有朝一日能成為副檢察官，所以平日裡對上司言聽計從，是那種典型的以事業為重的女性。原本她在聽說會有一位優秀的檢察官調入自己部門而高興但當看到不修邊幅的久利生，尤其是他破天荒似的辦案方式讓舞子大吃一驚，與失望之餘與他發生了許多衝突。 　　其它的檢察官如與上司有婚外情的中村美鈴（大塚寧寧飾）、主任檢察官芝山貢（阿部寬飾）等都對久利生那種凡事不分大小事件熱心搜查，追根究底的辦案方式和他那一身隨便的衣著非常看不慣，唯獨新部門中的次席檢察官鍋島利光（兒玉清飾）對他強烈的正義感非常欣賞。至於久利生當然也和新部門中這些按習慣辦事，重視出身和陞遷的同事們合不攏。
