突然記憶を消され、集められたロックと4人のエスパーたち。彼らは記憶と引き換えに「ツアー」なる人物の抹殺を命じられる。しかしそれは銀河連邦の天才プログラマー・ランの仕組んだ罠だった。連邦最大のコンピューター「エレナ」をより完璧な存在にするため、合法的にエスパーを抹殺しようとするラン。巨大要塞「ツアーの城」に集った2万人のエスパーがロックたちを襲い、更にそこに、演習を装った連邦艦隊の攻撃が開始された。
